Technical assistance for public beneficiaries
THINK GLOBALLY, ACT SPECIFICALLY!
Technical assistance is a very complex concept which is characterised by the main aim that is to constantly increase the quality of deliverables and gain great outcomes being a support to administration, private organizations, NGOs, civil society if we are looking at the specific level of policy development, capacity building andmanagement, if we refer to macro level, trough missions focused on sharing information and expertise, instruction, skills training, transmission of working knowledge, of technical data and providing consultancy services in accordance with the particular needs and priorities identified by the beneficiary. At the end of missions, the beneficiary and experts (professionals, other practitioners, administrators, consultants and technical people) report to Contracting Authority the impact of their detachment, providing information consisting in complete reviews of the realised actions in order to prepare future mission and interventions if the situation requires.
Even if the term of TA is generous and global, there are five common dimensions that can be identified, from our point of view, in TA services that we provide to our beneficiary, three of them with the specificity that governs each of its involvements and two of them with horizontal character present in all our services:
The first specific dimension is the simplest and most covering function of TA is the freely transfer of new knowledge along with the specific way of incorporate the new policies to your organization which may be lacked in, consisting in specialized advice and customized support with the aim to treat specific issues and increase your capacity building.
The second one is the lucidity that need to be brought in the process of providing TA services in order to give prompt responses in direct relation with needs identified under the beneficiary’s requests and current context analysis, with necessary changes, with vision, with new strategies and with great impact policies to all levels that need the benefits and expect them with clear roles and responsibilities between all partners, pre established agreements, work plans, time table and matrix of instruments for mission evaluation.
The third dimension is the intensity of the TA services. Taking into consideration, that normally TA services are organised in missions with a specified duration and with the engagement of grate professionals from different domains, the know how infusion is very strong and various in accordance with the needs identified and in correspondence with their expertise, our approach is to give maximum of our dedication, involvement and knowledge based on effective, common efforts to achieve agreed goals.
As horizontal dimensions of our TA we speak with great emphasis about global respectfulcommunication with the specificity of homologue levels in order to initiate and manage change at all levels and with impact in all hierarchy and we speak with our minds and hearts about simple common sense in order to focus on creating a more coherent and effective system of services and supports through comprehensive work with the whole system, as TA services class require, giving the wisdom and the elegancy of our approach.
The construction “Think globally, act locally” has been used in different fields, including strategic urban and rural planning with impact in regional development, environment policies, continuous education, mathematics and applied mathematics, and of course business and we can afford to use the concept taking into consideration that all of this are our domains of expertise in which we provide TA services.
Starting from this point, but in a larger acceptance of the construction, our standard is “Think globally, act specifically“, in order to cover the induced both “Think globally, act locally” and “Think generally, act specifically” which govern qualitative TA services.
